Roadmap — phases P1–P7

The locked engineering plan (IMPLEMENTATION_PLAN.md) runs in seven gated phases:

1. P1 — Data + API: the ingestion spine over Cologne sources ✅ complete (D1–D5)
2. P2 — Public alpha: a static-cache Pages tier of top-N lemma cards — generator built, deploy pending
3. P3 — Evidence layer: DCS frequency bands per entry — the flagship differentiator
4. P4 — Forms & grammar: inflection tables and a compact grammar token
5. P5 — The advanced UI: design session first, then the opinionated frontend
6. P6 — Trilingual RU layer: gated on human review of the pwg_ru translations
7. P7 — v1.0: the citable resource — versioned data releases with DOIs
